Where can I Find regulation for Lightning protection System. My basic question is whether the building height determines the lightning protection requirement or it is required for all types of building irrespective of height??

In the US, not a national code requirement to have lightning protection.

Building height is one factor that NFPA 780 asks you to take into consideration. Others are the geometry (i.e., shape) of the building, proximity to other tall things (e.g., other buildings, trees, poles, etc.), the building's materials of construction, and severity of the consequences of the building catching fire (i.e., a fire in a warehouse that contains metal tools might be less severe than a fire in an elementary school). The other thing that NFPA 780 has you evaluate is the probability of a lightning strike in the area of the building.
