I'm trying to design a Lightning protection system for Juvenile Detention Center, the building is steel structure and is 1400'LX600'WX32'H. Do I have to have a ground ring around the building to bond the down conductors or I can use just ground rods? and for what application the ground ring should be used. It will be very costly to have the ground ring (I think!!). Any thoughts will be appreciated....

I don't believe the design of a lightning protection system will be addressed in the NEC. Take what follows with a handful of salt. It is not my strongest area of expertise.

I believe that all the "ground terminals" (points at which wires from the air terminals are brought into contact with planet Earth) need to be bonded to each other. How else would you do that, if not with a ground ring? Also, I believe that the set of ground terminals cannot be used as the facility's "grounding electrode system." Rather, the ground terminals must be bonded to each other, and the set of them must be bonded to the GES.
