Lightning relay panel damaged!

Hello every one, I have situiation where a lighting relay panel got damaged three times evry time there was a lightning storm. We have checked the reading on the switchboard and indicated no voltage or current surge was recorded. There is a big bridge not to far from the building and we are not sure if this has anything to do with it. I'm suspecting the lightning is hitting some exterior light or conduit and the energy traveling thru the conduit back to the relay panel. I have been told also the tvss for the lighting panel that feed the relay panel have been damaged before. Does any one have any thought what is the cause of damaging the relay panel? Also, they are looking for a temperary protection for this panel as there is a musical show will
be held on the next few days. I was thinking to shut the power off for the breakers that feeds the relays. Would that help?? Thanks,

The multimeter on my main switchgear only takes a reading once a second. A lightning event would be much faster than this. If your meter isn't recording many times a second you would miss it.
