lightning strike blew 600 amp breaker

I was wandering if I did the right thing. I went to look at a 600 amp 3 phase 4 wire system 480 volt. The main breaker had blown due to a lightning strike. I noticed that the ground which was " cad " welded to building steel was blown in half. I did install 2 ground rods 6 feet apart 10 feet down I thought this would fix the problem there was never a ground rod installed nor was there a ground to cold water. I suggested also that he could install a TVSS or even an aftermarket lightning arrestor.
Does this sound like solid advise? I would like to go back and measure the ground with a clamp on meter. The code says 25 ohms to ground but, I like the EEE wich is 1 to 4.

There is no need to worry about ground resistance. The suggstion for TVSS or lightning arrestor was very good.

You probably didn't need to add the ground rods as repairing the connection to the building steal would be sufficient for grounding the service.

All the gronding in the world will not protect an electrical system from a direct lightning strike.
