Lightning strike

Lighning strike took out a 3 phase meter base . I do a continuity test on the open 3 phase lines and I have continuity between all lines. Should I have or do I have a short possible underground. This is a grounded "B" phase set-up.
Please set me straight on this.

Yes, you will read continuity between the phases unless they are disconnected from the utility transformer (open on both ends). Right now, you are only open on one side.

A continuity test isn't sufficient for determining damage to the conductor insulation. You really need to perform an insulation resistance test on the conductors.
