Lights above tub areas

According to article 410-4(d) a surface-mounted or recessed fixture is permitted to be located above the tub area. My question is, does that fixture need to be on a GFI circuit or can it be on the general lighting circuit? Lets assume that the fixture is within reach when standing in the tub.

GFCI protection is not required unless the installations instructions with the fixture call for GFCI protection or if it is marked on the fixture for gfci protection.

I like to use GFI on anything that can be reached from the tub. But that's a preference.
