Lights and fan over an outdoor hot tub?

I was inspecting a subpanel for a gentleman today who intends to use it for a hot tub which will be at grade but under a rear deck. His intention is to have lights and ceiling fans under the deck above the hot tub. My inspection stopped at the sub panel since the rest of this is down the road and I don't even know if he intends to have it inspected, however I'm just trying to help the guy out planning wise so he doesn't paint himself in a corner here. From the sounds of it he intends to keep the joists open so any wiring will not be covered (IE accessible) and the height from the floor is roughly 8.5' so likely ~6' from the water surface. It's my understanding that neither the lights or the fan would be allowed over the tub (even if low voltage lighting was used the conductors would be open within the space). I was seeing 12' for vertical which won't be possible, but I was confused if the horizontal setback was 5 or 10 feet? This would be under the 2017 code. I've never dealt with this use case and want to stear him in the right direction before he does anything. Anyone run into this? Thanks!

680.22(B)(1) covers that

areas, luminaires, lighting outlets, and ceiling-suspended (pad-
dle) fans installed above the pool or the area extending 1.5 m
(5 ft) horizontally from the inside walls of the pool shall be
installed at a height not less than 3.7 m (12 ft) above the maxi-
mum water level of the pool.

Edit 2 yeah 680.42 pulls in 680.22

Ok so I guess the kicker would be.. I'm in agreement with you there that the horizontal to the devices would be 5'. However If he is keeping the Joists open and either running the conductors through the joists or along the bottom of them wouldn't table 680.9(A) apply? In other words the device itself might be allowed as close as 5' but the conductors feeding it would push it back to 10' horizontal? Or alternatively if they were in conduit could he get back to 5'?
