The IRC - International Residential Code does give some guidlines to closet lights.

Surface mounted incandescent - 12" between fixture and storage space. Wall or ceiling mount.

Surface mounted fluorescent - 6" between fixture and storage space. Wall or ceiling mount.

Recessed both - 6" between fixture and storage space.

All of these are required to have completely enclosed lamps.

The NEC however, does not require an enclosed lamp for flourescent. 410.8(B)(2)

I'm not familiar w/ the IRC, but the general rule (I think in the UBC) is where codes conflict the most restrictive applies.
