Lights off on commercial building after power surge

I was called out to a commercial job where the lights were out after a power surge. The lights are connected to a metasys lighting control that is turned off when they
leave for the day by there bosch security system. after lighting control system is turned off then back on all contacts will close and lights will come on for just a second then the magnet releases and it is open again.
you can mechanically close the contacts together and lights will work, if you power a contact manually the part of the lighting system will work for a little bit and then most of the other contacts will start to chatter or bounce hard and it will throw a breaker. Any help would be appreciated.
 
All of our customers use Novar, but similar operation. Security system has a dry contact tied to one of Novar’s inputs. That contact is prone to failure, and will cause the system to go haywire. Check that input for complete closure. If designed correctly, there will be a bypass switch.
 
(Copper smith) I do believe there is some sort of failure on the board, but unfortunately I have had no luck talking to our local Johnson control division.
(hillbill1) when I go back I will check the input the closure and try to by pass it.

I might not be able to diagnose the board but if I can give them a temporary solution until I can get someone with the proper software that will be better than nothing.
