Lights on 30A circuit

Alright well this is on plans and I have never seen something like this.

I have branch circuit for light 120V single phase at 0.9kvA. The lights, panelboard and light circuit is inside small Beauty Salon commercial store.

The breaker size provided for this is 30A with #10AwG. Their is no voltage drop involved.

I have seen 15A or 20A but this size breaker is something I have not seen. Would 30A breaker be allowed per NEC 2017?

See 210.23. Also 900VA at 120V is 7.5A. I think there may be a mistake with the panel schedule or circuit.

I also have another branch circuit in which water heater is tied to the receptacles its 208V single phase. Would water heater be utilization equipment?

Anything that uses electrical power to do something like rotate, heat, or create light, is utilization equipment.
