Limited trough accessablity

Is there any violation with running conduits lower than a trough and turning them up into the bottom? Our concern is the pipes limit access to the left half. The right half is clear but left we need to lean over the conduits under it for full accessibility.

Can you remove the wireway cover and access what's inside? If so a minor obstruction shouldn't be an issue.

Yes and that was my argument as to why it should be acceptable. The cover is totally removable but like I mentioned you have to lean or stretch instead of working on it directly in front of your face.
