limited voltage for flood light at building sign

Does NEC prevent to use certain voltage for ground mounted flood lights (serving building monument sign)?
 
225.7(C) can limit a 277 volt circuit from a fixture that is reachable? I know its enforced here


(C) 277 Volts to Ground. Circuits exceeding 120 volts,
nominal, between conductors and not exceeding 277 volts,
nominal, to ground shall be permitted to supply luminaires
for illumination of outdoor areas of industrial establishments,
office buildings, schools, stores, and other commercial
or public buildings where the luminaires are not less
than 900 mm (3 ft) from windows, platforms, fire escapes,
and the like.

I know its kind of a strech but I do think the intent is there?

Lets look at that section again though. It confuses me the way it is worded.

That word not has really got me puzzled. If they deleted that word the whole thing would make more sense to me. Just what is the intention of this section?

Ok thought about it some more and think I understand it - but it is a little tricky to just read and absorb without some thinking. To the OP it does not mention a luminaire installed at or near grade level like you have, so I don't believe there is a voltage limitation.
