And no continuity between Neutral and Ground?

Must be a loose connection somewhere in the EGC path...

Also, gfci doesn't trip when I short out line to ground?
 
Hook up a incandescent bulb to the line and the ground and see if the voltage disappears. You may be reading ghost voltage.

What is your definition of ground and where is it?

Is it remote earth? A conductive water pipe where it enters the building? A ground rod at the rod? A screwdriver stuck in the yard outside? A conductive gas line? A conductive sewer pipe? A machine sitting on a cement floor?
