line to ground voltage

I have a distribution panel board with a 400v. My question is, why the second line to ground has a reading of 395 v, and the other two lines to ground is zero? The other panel boards do not have this problem. Thanks,

Tell us what the phase to phase voltages are as well as each phase to ground and neutral - if there is a neutral.

You possibly have an ungrounded system. Measuring with a low impedance meter may give you different readings if that is the case.
 
the phase to phase voltage is 400 v. phase to neutral is 230 v.
