Line to line voltage lower than line to neutral

Hey folks, got a troubleshooting call going. Customer has undervoltage, utility replaced the secondary. I'm getting 120 from L to N on one leg, 75 from L to N on the other, and 45 L to L on the service wires in the main panel. Waiting on a meter pull now to look in there.

This would appear to be a utility issue, but I'm having a hard time wrapping my head around exactly what would cause that.

Notice that 75 + 45 = 120. You have one line ("phase") open, and you're reading the 75v through L-L loads.

Yup, that tracks. It's been a long morning and residential service isn't my forte. Main breaker off I have 120 L to N on both legs, but 1V L to L.

Thanks for helping me through my brain fog today.
