line vs load side for panel VFD fuses

With so many VFDs these days having bottom feeds for power and output, is there anything that prevents a designer from feeding power distribution and fuse blocks from the bottom up in a control panel?
An example would be 6 40 HP VFDs that each have a 3-pole fuse block below then, with a PDB below that which is connected to the panel main disconnect switch.
 
I don't know of any section in the NEC that prohibits doing what you suggest.

It didn't sound like you had any breakers in there other than perhaps the main. Just don't forget vertical breakers must be installed so the handle is up in the closed position. And serving a dual purpose as a disconnect, the industry 'preference' (?) is line top, load bottom.
