List of conductors you can and can't phase?

Afternoon,

Wanting to create a list of conductors that you can and can not phase. Wanting to keep it simple.

Conductors that you can phase:

-Grounded conductors in a cable assembly (10/3 Romex, neutral phased as an ungrounded conductor.
-Ungrounded conductors of any kind
-Conductors 4 AWG and larger

Conductors you can not phase:

-Conductors 6 AWG and smaller
-Grounded condcutors
-???

Can not reidentity 6 or smaller with white or green

A white or green wire can not be reidentified

And when you have all the rules add the code section

10 AWG or smaller makes sense to me but IMHO with 6 & 8 AWG it should be allowed to reindentify them.

Note that these rules only apply to conductors used as grounded conductors or EGCs. Ungrounded conductors of any size can be re-identified.
