Other articles for listed and labeled are: 230.42, 409.110, 424.6, 520.53(K), 530.22(A), 550.4(D), 625.5, 625.29(C), 625.29(D), 670.3(A), 680.24(B)(1), 680.26(C), 682.33(C),
You need to keep in mind that Article 110 has all the general requirement for electrical installation and can be modified by the other articles.

Numerous articles require listed products. such as 250, specifically 250.8, almost all the raceways, non metallic sheathed cable, to name a few.

The real question is which inspection agencies by law mandate that you use only listed products? I asked that question to UL and they claim to have no knowledge or no data base with that information. To my limited knowledge, the states of Washington, Oregon, and Wisconsin are a few who require listed products. Are there any other States or municipalities that have gone to this legal requirement?

As Fred has pointed out, listing and labeling are specific requirements for several products, but is is not a general requirement. Several state and local jurisdictions do have such a requirement though. If it is within their jurisdiction, FedOSHA requires it.

A for a few fairly common pieces of electrical equipment, listing or labeling may not be generally available, although that category is rapidly dwindeling.

Use to be that fixtures made in Mexico were not listed. Now almost any luminaire made down there is listed or labeled. Tx NAFTA.
