When is a listing required for an entire system (in this case a bottling assembly) as opposed to just for the listed parts it is made from?

When is a listing required for an entire system (in this case a bottling assembly) as opposed to just for the listed parts it is made from?

In my opinion, this is probably answered by statutes for the State, County and Local jurisdictions where the bottling assembly is located, AND, whether the assembly is a one-off unique machine or is mass produced for resale.

It can also depend on whether or not the machine consists of listed assemblies with individual power sources or is more integrated than that.
If listing is required for a particular use, just constructing the thing used approved components (backward RU) does not do the trick. That may, however, make it easier to get it factory or field listed by an NRL.
