I think that Vaisala and United States Precision Lightning Network will sell you the data. Electric utilities sometimes subscribe to these services and might share with you if you've got a contact.

The state of Florida by far has the highest density of strikes per km? in the US. The area between Tampa and Orlando has the highest percentage of strikes in the state. I believe Teresina Brazil and Central Africa are the true lightning capitals of the world.
