live wires in ditch

Is it safe to wrap tape around nicked wires in a ditch while its still hot if electrical groves are worn. 3 phase 480v.

Obviously not safe. Among the list of potential dangers would be arc flash.
IMO one would be hard pressed to find a situation where 70E would allow such an action.

Not only that but the tape would be useless in the long run. De-energize, bust out the splice or repair kit and do it right.

I agree tape alone is useless, stupid, makes things worse. Skotch Kote + tape x about four overlapping layers is effective for a skinned up piece of direct bury wire.
