The customer has already poured a monolithic concrete pad, one small area of the barn will house livestock. They have a uffer ground. Should there have been any equipotential plane grounding that the inspector should have seen before the pad was poured where the livestock will be? I believe there will be metal siding does that need to be bonded to the uffer? I have never done a job that involves live stock and I am trying to understand Art 547...
Thanks for the help

There is often a fair amount of interpretation with 547.10, rather than it being completely black and white.

We wire and do work for large dairies that utilize large steel buildings for housing their animals. The entire floor is an equipotential plane.

Now, if you have a small pad in a barn with nothing within an animals reach that could become energized, then you might not have any issues.

I can tell you we were put in a similar situation with a customer who poured concrete and then called us to do some electrical work. It was for a small horse barn. The inspector failed it, but she happened to be a lawyer. I'm told she put up quite a legal fight and was able to get the inspector to relent and approve the installation.

Bottom line, run it past your inspector if you have concerns.
