What constitutes the use of a load break on a 15 kv termination?

Do you mean something like a load break elbow?

The 15kV gear constructed as a dead-front design requires the connectors to be "load break".

There are all kinds of 15KV terminations and switching configurations. Generally you should have apparatus with load break rating and capability unless you have other up or down stream means of interrupting power flow before dealing with the terminations in question.
