Load bus or Panel location at a small apartment

Hello,

I have an apartment building that basically has small apartment next to each other (separated by a firewall) and a door that leads to an exterior walkway. The owner wants to put the panel behind the main door exterior wall. This isnt my first choice location, but i don't see a problem with it as long as the panel has a 3 feet clearance. Do you see a code issue having the panel on this wall? See attached picture . Thank you
