If an air-conditioning unit has a label which says "208/230-1-60" and it's installed on a 240V system would you make adjustments for the load amps for load calculations?

We're talking afaik a fairly typical air-conditioning unit with compressor, blowers, and fan.

No. 240V is the standard "Distribution Voltage" that utilities give us, 230V is the "Utilization Voltage" that equipment manufacturers build to, expecting that there will be some voltage drop between the utility service drop and the equipment connection point.

Distribution Voltage is expected to be +-5%, Utilization Voltage is designed around +-10%

Everything is fine here.
