To that I will add that 220-10 (1999 version) says that the computed load of a service shall not be less than the sum of the loads on the branch circuits. Note that 680-41(h) talks about the ampacity of the conductors, but does not change the amount you must use for the load itself. Since the spa is not explicitly described in a separate article within 220, you count the nameplate value as being its load. Since the spa?s heating element will not likely be energized for a continuous 3 hour period, then I agree with jschultz?s conclusion.
