Load center as disconnecting means

I have a situation in an older residence where a 100 amp feeder is run to an exterior trough and feeds three Sq D single breaker AC disconnects with taps. The trough and disconnects are rusted out and need replaced.
Is there any problem with just replacing the trough with a 6 circuit NEMA 3 panel and using three breakers as disconnects? The units do not require fuses.

Sounds like what I would do. If the breakers are not in sight of the AC units, you will need to be able to lockout the breakers or set disconnects.

Pretty certain there is no option in NEC to have locking means on remote disconnect for an AC unit.
