The plans call for a 20,000 KAIC main lug panel, the manufacturing instructions say that the KAIC depends on the breaker, since there is no main breaker on this panel, does it mean that all the individual branch circuit breakers have to be 20kAIC rated?

If you are looking for a fully rated system, then yes all of the branch breakers need to be 20kA minumum. Typically 22kAIC

all it says on the panel schedule is 120/208 3 phase 4 w 20,000 AIC 200 A MLO

Then you need the branch breakers to be rated at 22kAIC or the branch breakers needed to have a 22kAIC series rating with an upstream breaker/fuse.
