Can a main breaker panel be mounted "upside down"?

Does the Mfgr have to state this in the installation instructions or product information in order for it to be a code compliant install?

A lot of times it makes for an easier installation if you have all that open wiring space bringing circuits into the top of the panel.

whether they are in the open off or closed on position.
Where circuit breaker handles are operated vertically
rather than rotationally or horizontally, the up position of
the handle shall be the on position.

Some panelboards can be flipped around inside their enclosures. It may or may not state that in any instructions, but you can ask the manufacturer.
