Other than the bathroom is their any other room i cant put a load center. single family home ? 2011 nec

Clothes closets. Other closets are permitted and in some cases even preferred. I don't now of an NEC general prohibition of stairwells other than the requirement to guard them and the obvious clear space.

Specifically "stairwells" and "loadcenters" may not be a problem to the letter of the law but generally speaking 240..24..(F) Not Located over Steps. Overcurrent devices shall not be located over steps of a stairway so Dennis' advice will keep him out of trouble.

Of course you are correct. I got slopping and didn't write the word "clothes"
