Because you are going at it backwards. You have to do a "Calculated" load study to determine what you need. Keep in mind that the NEC is the "Minimum" standard, not the best you can do.
Now if you are doing a series of track homes, then most often a baseline can be established with in the load calculations on the first three homes.
You also need to be very aware of the spec. on the job, because within the specs. may be a requirement for a piece of equipment the skews the load calculation.
On the commercial side, lighting loads are significantly different than residential. So are receptacles.
Regardless, the the load calculation cannot be rubber stamped, unless every bid you do is for the exact same job.
