If the project is in an area the NEC has been adopted you do not get to choose how to 'estimate the load' You have to follow Article 220 which has sections addressing the calculations of existing load.

yes the project is in an area the NEC has been adopted but it is Commercial type and as you know the nec is poor in this type of building
