Our question back is what is a "voltage percentage", not what the value may be; I think some of us have never heard that term.

I scanned the entire 2017 and 2020 NEC and nothing for voltage percentage.

Equipment voltage ratings are absolute numbers with no adjustments.
Perhaps you mean current adjustments, like 125% for continuous loads.

NEC values are based on nominal voltages, subject to the industry standard +/- tolerances.

What I mean is, for example, we're never required to exceed nominal voltages by a set percentage.
