Load of 120V fed from 2 phase 2pole breakers

I have load of 120V which is being fed from 2P 20A breaker 2 ph conductors, 1 neutral and one ground. In between I have 240V fused disconnect with 2 fuses.

One of the fuses and one of the breakers would not have any load.
I am wondering is their anything in NEC that requires this install to have 1 ph conductor 1 neutral and 1 ground?

So you have a single phase 240 volt circuit with a neutral feeding a disconnect switch and there is only a 120 volt load connected?

No. I'm curious as to why would you think that? The unused conductor in the disconnect is just a spare.

Shheesh now electrical designer says disconnect serves auxiliary load and the chair lift both. Didnt even provide what type of auxiliary load phase voltage nothing. Is this strange auxiliary loads for chair lift?
