If I had two 1P 60A breakers(120v) feeding a load what size panel/main breaker would one need. How do you go about sizing that?
 
What kind of load needs 60 amps at 120 volts? That combination seems very odd. Not that it matters in your example but regarding the panel is it 1Ø or 3Ø.
 
Seriously, you are asking what size panel when you know you have 60 amps feeding it? Figure out how many circuits will be in the panel and get the size you need-- 100 amp 125 amp etc... it doesn't matter as long as it is 60 amps or more

Ok, but no my question was the size of the MCB if the panel had (2) 60A breakers/circuits feeding loads and those were the only breakers in the panel.
 
If you have a panel with two 120V legs, and on each leg there is a 60A single pole breaker feeding a load that requires that 60A breaker (eg a 48A continuous load), then everything upstream would need at a minimum 60A breakers.

What size would the MCB be if there were no breakers in the panel? I don't think the size of the MCB is dependent on the size of the branch circuit breakers or how many of them there are. AFAIK, the MCB is there to protect the conductor feeding it, and it's the conductor size that dictates the breaker size.

You're assuming the intelligent use of 2 legs; nowhere has he indicated that both are not on the same 120V leg. With a 2 pole breaker, that would be difficult; with single pole, simply not smart, perhaps ignorance.
