Load side protection in multi family dwelling

Do the load side conductors off of the meter, feeding a panel, need protection crossing over another dwelling in an attic, like in a 4-plex, or can you just use SE cable?
 
They need protection nearest the point of entrance into the structure. This assumes that there is only a meter on the outside.

Doesn't sound like the is overcurrent protection at the meter. If there is no OCPD at the meter then conductors cannot run through the attic unless they're encased in concrete.
 
We often call these unfused service conductors. There is no short circuit or ground fault protection. There are code rules for distance in the building, grounding, and raceway type.
