i have a customer requesting a load study for a new break being installed. its a 1200 panel and needs a 200a feeder coming off panel. the customer wants a load study for new breaker. what would be the proper and or NEC way to perform study.

That size service would often have a demand meter. The easiest would be to get the maximum demand from the utility for the past year. Other methods are permitted by 220.87.

If the 1200 amp panel is the main service.

If it is a feeder from an even larger service - you still need to measure it individually somehow.

Otherwise if it is the service panel then the utility likely has demand data available and is easiest way to do this.

rent a meter and stick it on there for 30 days. then follow 220.87.

Put a meter on it for 30days, it's more money for you anyway. Good luck with getting the utility info.
Usually not a problem around here. Since smart meters were installed you can even get demand data from 200 amp single phase services anymore - comes in handy when a customer is complaining about high electric bills.

If you have a situation where peak demand is seasonal you need to monitor at the right time or your results may be useless. If POCO can give you a year or even a few years of data you get more useful data.

Ask the client for the last years utility bill, it should have all you need. Works for me.
Typical billing of just kWH used doesn't give you peak demands or duration of those demand periods. If you have demand charges as normal part of your billing then you very well have at least some usable information on your bill for finding what demand is like.
