Is a Cutler Hammer 3 phase BR Series loadcenter rated for a 120/240 4Wire Delta system. Also if it is,is it legal to install 1p breakers as long as you stay off of B phase (HI-LEG). Trying to design a service and keep the cost down.

I believe so, and yes. You can use any two lines for line-to-line-only loads, also, but all 2- and 3-pole breakers must be rated 240v, and not 120/240v.

I always assumed that a 2-pole breaker had to have a 240V rating instead of a slash rating (120/240V) only when it was used on the high leg & another phase for 240V & that a 120/240V 2-pole breaker was OK when not used on the high leg. Please inform me if I am wrong on that assumption.

I think its best to setup an equipment panel for the three phase and a single phase panel for everything else.
It will save lots of future problems, and is very inexpensive to do

we set a sub panel in a factory and their maint. guy asked us why we were putting a new panel in when their were p[lenty of empty spaces in the old panel.

I am going to install a 120/240V 3phase 4W 3-3/0 (ABC) 1-2/0 (N).
I was figuring on using a 3Phase 200A loadcenter with Main (Service Disconnect) and install a 100A 2P and sub-feed a 1Phase loadcenter.
I to do not like the idea of having single pole breakers in a 3phase delta panel.
