Loading Calc. Dormitory building

I am trying to do the loading calc. for a dorm building that has dwelling units in it and other separate common areas with sleeping rooms and lounges etc.

I know how to do the dwelling unit calculation.

My question is on the HVAC load calc., which are all house loads in the basement and attic. There is 21.2 KVA of cooling (condenser units) and 17.7 KVA of heating (boilers etc.) for the entire building, even the dweling units are on this house HVAC.

So when I do the overall bldg. loading calc., do I still take the largest of heating/cooling and use the 21.2 KVA for total HVAC demand or must I include both... 21.2 + 17.7?

If the heat and a/c don't ever come on at the same time then you only use the highest. If you have electric heat with a heat pump that can be on at the same time then you include both.
