Who do the local building inspection offices report to. My local inspection department that i call for electrical inspection. Who does the chief electrical inspector report to. Who is his or their boss. Who takes the complaints for these local departments and holds them accountable. Im in the county so im not referring to a city inspection type government. Does the NEC hold them accountable.
 
It all depends on the state/county/city- for Mobile County you could probably call one of the Commissioner's offices and ask them, or ask the county administrator.

(The NEC is a code that's legally adopted by a jurisdiction, not an enforcement mechanism.)

I agree with zbang the regulations will vary based on where you are. Here in NJ we have unified construction codes that are the same through out the entire state. There's a local hierarchy of Building Official>Subcode Official >Inspector.
The inspector reports to the subcode official (electrical, plumbing, etc) and the subcode official reports to the building official who runs the building department. Overseeing all of that is the state division of consumer affairs.

Interestingly I just had the County Building official visit my 2nd year apprenticeship class (teacher not student :confused:). Under him are two supervisory levels and then the inspector in the field. He is the AHJ. As he puts it, he is the only one in the County authorized to interpret code. He answers to a State Board and that is the Supreme Court of code enforcement in the state of Florida.
