Local VD requirements.

I know some of you have local maximum requirements for VD.
Is that determined by a steady state load or an initial start up?

Curiosity brought on by:
I had not noticed any VD issues in my house until I moved my business computers & laser printer from my shop to here. The UPS system alerts me for low voltage when the printer cycles at a call for print. I checked and sure enough it drops from 122 to 107 at start then to 117 as it runs. Fluke 87, 100 Msec.. I do not notice the basement LEDs flicker which are on a different BC.

FWIW, three monitors, two towers, 9.9 amp printer, UPS, network switch and speakers. No, I have not metered the current but the calculations for a 50' run of #14 @ 15 amps is almost dead on.

The ones I have seen do not differentiate, although I would typically use steady state for my calculations. This is the one from the IECC (which isn't local, but a representative)

Laser printers have a really high inrush. That inrush may cause a small UPS to beep even if the supply voltage does not dip too much.
