location contactors

i know someone that has put 3 four pole lighting contactors in the bottom of a 42 circuit panel board. can anyone tell me where in the nec that this is legal or illegal?

110.3(B). if the mfg does not list the accessory as an option, then its a violation of the products listing and labeling.
