New construction permitted 2014. Ufer connection not accessible in the garage. The rebar was bent down and terminates in the ceiling of a basement bathroom. 9 foot. Not clear if the ufer installation was verified by a licensed elecrican at the time of the footing inspection.

shall be accessible
ACCESSIBLE, READILY. Capable obeying reached quickly
for operation, renewal or inspections, without requiring those
to whom ready access is requisite to climb over or remove
obstacles or to resort to portable ladders, etc.
Any comments? My point is the connection is not readily accessible. Not sure if it being located in a bathroom moisture affect. Not sure if the system was evalauted by a licensed electrican at the time of the footing ?
