Location of electrical panels

Where in the NEC does it say where you cannot install electrical panels? I recall a bathroom being one of the restricted location.

That is true for residential panels and service panels. Actually it is the overcurrent protective device that is not allowed. Section 240.24(E). Section 240.24 will also give you other areas where overcurrent protective device are not to be installed

In terms of sequence of construction, the NEC states that you cannot put an overcurrent device in a bathroom.

What if the order is reversed? Can you put a bathroom in a room where there is an existing overcurrent device?

One example of this, would be the basement in my grandparents' house. The panelboard originally was built in the basement. Later on, someone added bathroom fixtures to a different part of the basement. No complete walls or doors between the two, or from the rest of the house.
