Location of fire fighter phones/jacks

Have a high rise in Rhode Island in which I've got fire phones in the elevator lobbies. They are located between each bank of 2 elevators. for some reason they want to locate these still close by but further away (I don't even know where they want to put them frankly) but the question is this. What does NFPA say about the location of these things? Or maybe it's the building code in which case Rhode Island goes by the IBC.
