LOCATION OF SCREW SHELL

I recently got tagged by a local inspector because the height of the lamp was installed below 6'7", on the wall in the unfinished part of a basement. I moved it to a different location. Is there a code reference for a minimum height, I looked in article 410 and did not find a height requirement.

410.6 could apply, if the inspector thought that highly combustible material could be stacked under the light...

Seems like a small stretch to me, but I could see the argument.
