Lockable heater disconnecting means

I feel like I'm missing something...

424.19 (A) and (B) both state that in certain circumstances, a disconnecting means that is within sight is permitted to be the non-lockable type

i.e.

424.19 (B)
...the branch-circuit switch or circuit breaker shall be permitted to serve as the disconnecting means where the switch or circuit breaker is within sight from the heater or is lockable open in accordance with 110.25.

But yet 424.19 states:

The disconnecting means specified in 424.19(A) and 424.19(B) shall have an ampere rating not less than 125 percent of the total load of the motors and the heaters and shall be capable of being locked in the open position in compliance with 110.25.

Doesn't 424.19 supersede the subsections? Therefore the allowance in 424.19 (B) is moot?
