Where does the NEC define lockable? I am citing 450.14, there is a transformer in the upstairs machine room with no disconnect on the primary side, and no hardware attached to the breaker in the MDP that enables it to be locked. When I questioned this, the answer given to me was that a temporary type breaker lock can be installed on any of those breakers. I realize that, but think there should be permanent hardware that you could lock out with, installed on the breaker. Seems like a chinsy way around something to me.
 
The NEC does not define lockable. Many disconnecting means lockout require "The provisions for locking shall remain in place with or without the lock installed." However, 450.14 is not one of them.
 
That's what I remember seeing somewhere, ( I think in 430) but could not find a definition. Guess I'm out of luck on this one, but that really is kind of poor in my opinion for this instance with a Xfmr.
 
Found something like it in 430.102 in some of the exceptions, still doesn't help. I think they should put the text from 430.102(A) EX3(b) there. Thanks anyway
Found several more than I listed previously using different phrase as search term... but again no help.
