Simply lock the rotor and measure current. Call the manufacturer.
Apply a small known DC current to the armature that does not cause rotation and measure the voltage drop across the brushes. Calculate the armature resistance. From this armature resistance and your normal applied voltage calculate the the locked rotor current.
