Locking an enclosure

I have (2) 200 amp breakers that feed our office area. They are located outside in an enclosure. They then feed breaker panels inside. I would like to lock these enclosure to prevent anyone having access to them. Is this legal? Thanks.

Yes it is. Some may insist that locking a panel will prevent anyone from opening a circuit in an emergency situation. But the function of a breaker is to protect wires, not to enable the manual termination of an emergency.
